The Fleet is the military and government of the Summaris Islands. There are two Fleet Academies, the Fleet Academy at Dirsania, and the Fleet Academy at Andrachna. All people with potential must either attend an Academy, or join the Fleet in some otherway, or be neutralized by Samuel Polly and his crew.
